UK Home Secretary Theresa May told MPs that he was blocked because of the risk McKinnon extradition would commit suicide if sent to the United States.
McKinnon, 46, had a form of autism called Asperger's syndrome.
"McKinnon was accused of a serious crime, but no doubt that he is very ill," said Theresa May on Tuesday (16/10).
Interior Minister said the extradition to the United States violates human rights McKinnon.
The reason, the medical personnel who deal McKinnon believes there is a high risk he would commit suicide if he was extradited.
"I conclude that the extradition of McKinnon would increase her risk of their own lives and decisions of extradition would violate rights McKinnon," said Theresa May.

"I always say that Gary should be tried here. But perhaps the Attorney General considers that Gary has suffered so much."

Now the British prosecutor, said May, will decide whether to take legal action against hackers that through the courts in England.
McKinnon's lawyer, Karen Todner, welcomed the decision of the British government.
"I express our appreciation to the minister of the interior for his bravery. Undoubtedly he faces tremendous pressure to take this decision," said Todner.
"I always say that Gary should be tried here. But perhaps the Attorney General considers that Gary has a lot of suffering," he added.
U.S. prosecutors said McKinnon caused losses of hundreds of thousands of dollars. McKinnon was arrested in London in 2002 for the Department of Defense hacked into dozens of computers and the space agency, NASA.
As a result of his actions, about 300 computers at the U.S. Navy base paralyzed shortly after the terror attacks on 11 September 2001.
Gary McKinnon hacked into the computer denies and insists he was only looking for documents about UFOs.
